The file only includes sites that have a non-null value for either UNIV_WST_LRG_QTY_HAND_FLG and/or UNIV_WST_DEST_FAC_FLG. The output should be ordered by SWR number.

There may be zero to many WMU records associated to a site and one or multiple waste codes associated to a WMU.
